That's a big question! And at the risk of hogging the fence, I'd
say the answer is both. True, there are some direct mail
copywriters who insist they can sell sand to an Eskimo! But let's
get real...you'd have to mail 50,000 Eskimos to sell one bucket of
sand.
That's one sure way to go bankrupt, and get all your sand
repossessed!
The truth is, the best sales letter on the planet is
nothing if it goes to the wrong audience. And when that
happens, responses are random, costs get stupid and ROI becomes a
daft little fantasy...

Doing all this up front is the best way to boost the final
response. It bases the whole campaign on real needs and real
emotional triggers.
